Under the Michigan Public Health Code, each ambulance service operates under the authority of a county or regional Medical Control Authority (MCA).  These MCA's are created by area hospitals and each MCA has a Medical Director who supervises the clinical care given by HVA or its operating units.

HVA operates in the following Medical Control Zones:

  • Calhoun County - Paula C. Lange, D.O. - Oaklawn Hospital
  • Jackson County - John Maino, M.D. - Foote Hospital
  • Lenawee County - Gregory Fuller, D.O. - Promedica Health System
  • Oakland County - Steve McGraw, D.O. - Providence Hospital
  • Washtenaw/Livingston Counties - Robert Domeier, M.D., St. Joseph Mercy Hospital
  • Western Wayne County (HEMS) - Michael Calice, M.D.  St. Mary Mercy Hospital
